OBVERSE
Description. On a circular (Gold or Silver) metal and enamel device 3 inches (7.62 cm) in diameter, a white enamel designation band inscribed arching along the top and inter-spaced between three keys, NATIONAL SECURITY AGENCY and arching along the bottom between two celestial bursts, FOREIGN PARNTERSHIP. The bow of the keys are interlaced (center key in pale and two outer keys in saltire) to form a bond and tied at the shaft by a ribbon, surmounted by a blue finger wheel and thereon placed by an American eagle displayed supporting a shield with the arms of the United States (paly of 13 Argent, Gules, a chief, Celeste) standing on a key.

Symbolism. The interlocking keys symbolize Foreign Partnership. The American bald eagle displayed supporting a shield with the arms of the United States is an honored national symbol and here stylized after the eagle used on the National Security Agency emblem. The key is a traditional symbol of mystery and enigma of having a task to be performed and the means and knowledge to carry it out.

REVERSE LEVEL 1
Description. On a circular gold metal and enamel device, within a circular disc another circular stylized ratchet transforming into a lightening flash shaped circle encompassing a textured yellow area where upon inscribed, arching across the top, UNITED STATES OF AMERICA and below, IN RECOGNITION OF YOUR VITAL CONTRIBUTIONS TO OUR COLLABORATIVE PARTNERSHIP.

REVERSE LEVEL 2
Description. On a circular silver metal and enamel device, within a circular disc another circular stylized ratchet transforming into a lightening flash shaped circle encompassing a textured yellow area where upon inscribed, arching across the top, UNITED STATES OF AMERICA and below, IN RECOGNITION OF YOUR ENDURING SUPPORT TO OUR VALUED PARTNERSHIP FOR WHICH OUR NATIONS ARE STRONGER.
